For RPM systems, using the RPM or building your own from the provided .spec file is
probably best.
For other systems, run "make" and then look at the install-cvsd.sh script to see if
it looks ok, then execute it as root.
Either way, the install process will do the following:
copy the cvsd binary to /usr/local/sbin or /usr/sbin
Create user 'cvsowner' and group 'cvsadmin' if they do not exist. Both with id 2401.
Set up the chroot'd environment under /home/cvsowner/cvsd-root
Installs a basic cvsd config file to /etc/cvsd.conf (see README for format).
Copies the default passwd file for chroot'd environment to /home/cvsowner/cvsd-root/etc/
This should be modified from the defaults to reflect what users you want.
Adds a cvspserver line in /etc/services if no such line exists.
Appends a line to /etc/inetd.conf to start cvsd if no such line exists.

Also see the README file for documentation on the format for /etc/cvsd.conf
