The Goldwater bootstrapper is responible for initialising all the system
resources (as required) and launching Guardian.

From this point Guardian handles the startup/shutdown of servers and the
addition/removal of services.

The bootstrapper may additionally call Guardian after launching it to get
it to bring up an application deployed using Goldwater.
