The libpdp library implements a Policy Decision Endpoint. It
communicates w/ the PEP via COPS messages. Policy information
is transported as a ClientSI data object.

See policy/policyServer/policyServer.cxx as an example for
launching a PDP Agent.

If you provide your own RSVP Library, you then need to set
HAS_RSVPLIB variable to 1 in the Makefile. This will allow
the PDP Agent to process COPS/RSVP messages correctly.
(Make sure you place your RSVP library in your library path.)
