Software in the policy directory makes Interdomain IP Communications
with QoS, Authorization and Usage Reporting possible as described in
the IETF draft-sinnreich-interdomain-sip-qos-osp-0.1.txt.

The policy server requires transnexus's OSP toolkit (which is
open source, and included). However, Transnexus's OSP toolkit requires
Openssl (which is not included, but is open source), ksh (open source,
not included), and BSAFE, RSA's cryptography library, which is NOT open
source, and thus not included. The policyServer has been built and
tested against openssl 0.9.4 and RSA's Bsafe 4.3.

Looking at what the OSP toolkit does with BSAFE is that
one could replace all of it with appropriate calls to openssl now that the
RSA patent has expired, but so far, we have not a chance to do so here.

Directory structure:
policy/common - utility classes used by all policy subdirectories.
policy/copsstack - COPS stack - See README for more details
policy/test - Sample test clients for each COPS message type
    policy/policyServer - A simple multi-threaded policy server (PDP)
                          (needs libpdp and libOSP)
It interfaces with Provisioning Server to
retrieve configuration data for the PDP
                          Agent and OSP Server.
policy/libpdp - this library of code implements the Policy
                          Decision Point. A PDP outsources
                          AAA (Authorization, Authentication and
Accounting) requests to a third party
clearinghouse server, and keeps a database
                          of policies that are authorized.
The PDP implements the COPS Policy Pull
Control model, whereby the PDP installs a
QoS policy locally at the request of a
SIP PEP. When the Gateway receives a RSVP
PATH/RESV Request from a SIP UA, it outsources
                          the decision to the PDP.
policy/libpep - this library implements the Policy
Enforcement Point and is built on top
                          of the copsstack
policy/libOSP - this library implements the Open Settlement
Protocol as described in TIPHON TS 101 321,
v1.4.2, see README in policy/libOSP for
                          more details
